The Confederation may support measures undertaken by private and public entities to guarantee the national economic supply within the bounds of the funds approved therefor, provided the measures:
help to considerably strengthen essential supply systems and infrastructure during preparations for a situation of severe shortages; or
contribute significantly to the supply of essential goods and services in the case of imminent or existing severe shortages.
The Confederation shall determine the measures that may receive support, the amount of funds and guarantees and the conditions under which support is given. In doing so it shall take account of the interests of the national economic supply, the cost-effectiveness of each measure and the interests of the entities involved.
