(Art. 2 para. 3 GAOA)
The Decentralised Federal Administration comprises the following four categories of administrative units:
the extra-parliamentary commissions pursuant to Article 57a GAOA;
the administrative units that are organisationally independent by law that do not have legal personality;
the legally independent public corporations and foundations as well as institutions established by statute, unless they predominantly provide services on the market;
companies limited by shares which the Confederation controls in terms of capital and voting rights, unless they predominantly provide services on the market.
The administrative units in accordance with paragraph 1 letters a and b are not bound by directives in the performance of their duties unless the law provides otherwise.
