The Confederation may commission or provide financial assistance for the following purposes:
1. research on the forest;
2. research and development of measures for the protection of the forest against harmful effects;
3. research and development of measures aimed at protecting human life and significant material assets against natural events;
4. research and development of measures to boost the market for wood and the use of wood.
It may establish and operate research institutes.
