The Confederation shall make global compensatory payments to the cantons on the basis of programme agreements for measures to prevent and mitigate forest damage outside the protective forest which is caused by natural events or harmful organisms.
By way of exception, it may make compensatory payments by means of a ruling for individual projects that require an assessment by the Confederation.
The amount of the compensatory payments made is determined by the hazard to be prevented and the impact of the measures.
