The Confederation may provide support to natural persons who are the victims of a kidnapping or hostage-taking abroad.
If a representation learns that a kidnapping or hostage-taking has occurred, it shall seek support locally. In particular, it shall call on the competent authorities of the receiving state to take the necessary action.
