The persons who have caused consular services to be carried out shall reimburse the costs to the Confederation.
Persons are also liable for cost reimbursement if the federal government performs a service without being requested to do so by the persons concerned, but in accordance with their presumed wishes and interests.
The Federal Council shall regulate the details and exceptions.
