The Federal Council may sign international agreements on behalf of the higher education sector for:
international cooperation, particularly the structuring of studies as well as recognition of studies, qualifications and equivalencies within the higher education sector;
measures to encourage international mobility;
participation in international support programmes and projects.
In the international agreements mentioned in paragraph 1, the Federal Council may also agree on:
financial controls and audits;
personal safety inspections;
the protection and assignment of intellectual property arising from or required for scientific cooperation;
federal participation in legal entities established under public law or private law;
membership with international organisations.
Under the terms of the Cooperation Agreement, the Higher Education Council and the Swiss Conference of Rectors of Higher Education Institutions shall take part in preparations for such agreements. The Cooperation Agreement shall establish the conditions for participation in this process.
