Services of the universal service must be of a certain quality throughout the country. The Federal Council shall decide the quality criteria.
The Federal Council shall endeavour to ensure that charges do not depend on distance. It shall periodically fix upper limits for the prices of the services of the universal service. These upper limits shall apply uniformly over the whole area and shall be determined by the development of the market.
