Lines for the transmission of information by means of telecommunications techniques and cable ducts shall be the property of the providers of telecommunications services who have installed them or acquired them from third parties.
Any owner of land who wilfully or through gross negligence damages a telecommunications service provider’s line or cable duct on his property shall be liable for the damage.
