Dominant providers of telecommunications services may bundle their services, provided they also offer the services included in the bundle individually.
Services need not be offered individually if they can only be offered in the bundle for technical, economic, quality or security reasons.
If a provider of telecommunications services bundles its own services with services of a third party undertaking which this provider controls or is controlled by, paragraphs 1 and 2 apply.
