Art. 7

A licence may be issued if the following conditions are met:

1. the protection of humans and the environment is assured, and nuclear safety and security are guaranteed;
2. there are no conflicting reasons associated with non-proliferation of nuclear arms, in particular international control measures that are not binding under international law but are supported by Switzerland;
3. no sanctions have been imposed under the Embargo Act of 22 March 2002¹;
4. the required insurance cover exists in accordance with the Nuclear Energy Liability Act of 18 March 1983²;
5. there are no conflicting commitments under international law, and Switzerland’s external security is not affected;
6. the persons responsible for the installation concerned possess the necessary expertise.
