A financial market infrastructure shall ensure fair and open access to its services.
It may restrict access to its services:
1. if this increases safety or efficiency and this effect cannot be achieved with other measures; or
2. if the features of the potential participant could jeopardise the business operations of the financial market infrastructure or its participants.
