The responsibilities of the Agency, its governing bodies, staff and agents are governed, subject to paragraph 2, by the Government Liability Act of 14 March 19581.
The Agency and its agents shall be liable only if:
they breach important official obligations;
damage is not attributable to a breach of duty by an agent.
