Within the limits of the approved credits and on the basis of programme agreements, the Confederation shall make global compensatory payments to the cantons for the construction and procurement of:
installations and equipment for nitrogen removal at central wastewater treatment plants provided they serve to fulfil agreements under international law or decisions of international organisations that have the aim of maintaining the quality of waters outside Switzerland;
sewers that are constructed instead of installations and equipment in accordance with letter a.
The amount of the compensatory payments is determined by the volume of nitrogen that is removed by means of the measures mentioned in paragraph 1.
